Yes, because you sold her more than $5000 of goods. See the instructions
for the 1099.

Default 1099 Misc Question

I have a wholesale distributor (not an employee) whom I sold over $5,000
in goods to through a direct sales business. Her commission for 2008 was
$501.00. Do I need to send her a 1099-Misc, even though the threshold for
reporting is $600?
