Arnold is suposed to sign our budget tomorrow (Friday, April 20, 2009). We
better not IOU's with a budget in place.

We used to go through that nonsense annually in Illinois. Some of us
learned to apply refunds to taxes owed for the following year.

The legislature was finally embarassed (after hearing from enough
constituents screaming "bloody murder") and began paying a portion of taxes
collected into a special fund sufficiently large to pay anticipated
refunds.
