The only possible way to estimate what you want is to use the the US population was 295,895,897. IRS data for 2005, shows that 134,272,678 individual returns were filed containing 269,043,070 exemptions. So we have around 27 million people of all ages unaccounted for. In addition, within the 134,272,678 returns were returns with no tax.
