Yes, or file it in the circular file <G> . Or as Harlan says, just
don't print it.

It can be, but no need. I just don't print that copy with my software.

1 of W-2 can just be given as an extra copy to the employee, correct?

You're asking from the point of view of the employer? California does
not require a copy of the W-2 to be sent to the state. (If it did, it
would go to EDD, not FTB). See the FAQs at the EDD web site,
http://www.edd.ca.gov/taxrep/taxfaq....%20and%201099s.

Copy 2 goes to the employee, to be attached to the employee's Form
540.

No. It means you should include it with your state/local return if required
by that return's instructions.

I have a question -

Copy 1 of W-2 says "For State, City of Local Tax Department." Does
this mean that the Employer should mail this Copy to the Franchise Tax
Board? Please correct me if I am wrong?

I don't hear much on this. Is that because California does not
require Copy 1 sent to Franchise Tax Board may be like some other
States do? I have asked around some seasoned Payroll people and since
they do distribution electronically, they are not sure.
