The accounts are similar but not interchangable. An A-MSA can be converted
to an HSA, but the reverse is not allowed. Form 8889 is the proper form for
HSAs. Maybe you're using the wrong form?

Default Form 8853: Archer MSA and HSA interchangeable?

Form 8853 dealing with HSAs instructs to complete form 8853 first. On
8853, there is no reference to HSAs specifically, only to Archer MSAs.
Are the two terms interchangeable in this context?
