I was finally able to get through to website support for
www.ssa.gov/employer. I was told that the federal
government has no interest in the state and local data on
the W-3. The agent said I should just write in the correct
totals by hand on my company copy.

I just filed my Form W-2 and W-3 on line at www.ssa.gov.
Before submitting the data I checked and confirmed all the
data on the W-2 and the Federal data on W-3. However, I did
not notice that the State Wages and State Income Tax amounts
from the W-2 had not been transferred to Boxes 16 & 17 on
the W-3. After I submitted the forms and printed copies of
the forms I noticed that the totals for Boxes 16 & 17 on
the W-3 are $0.00

I was considering filing only a W-3c to correct this error,
since the W-2 is correct. However, the instructions for
Form W-3c state that you can file a W-3c without a W-2c only
to correct an EIN on a previously filed W-3. The W-3c
instructions also state:
