In the 1980's I supervised the lien unit in Los Angeles SPS. After about the third "Juan Garcia" nonattachment, with different full SSN's and addresses on the lien and credit report residence history, it was pretty apparent that the credit bureaus weren't overly picky. I guess the good news is that this probably won't increase the nonattachment workload. I have some theories about this that aren't appropriate for a public forum.
