It takes 40 quarters (10 years) to qualify for Social
Security. In addition, he was probably under a totalization
agreement when he worked in the US, so even though the
payments said SS he may have gotten credit for the work
under whatever the equivalent UK system is called.

Default Social Security and foreign pension

My father is an English medical doctor. He was never a US
citizen or a green card holder. He went to medical school
in the US and worked for three years in a US hospital. He
is disabled from an automobile accident two years ago and
getting some form of a pension and UK disability. If he
moves here to live with me, will those be taxable?

He paid into Social Security while he was working here. Is
he eligible for SS payments based on those years? He is 66
if that is important.
