You suspect correctly. One or the other, for the entire
year.

Your suspicions are correct. You use actual or you use the
tables in Pub 600. If you use the tables, you would use both
the Texas & Vermont tables.

No, You can prorate the TX and VT sales tax deductions for
the period of time you were a resident of each state, but
the final decision is whether to take the total sales tax
deduction or the total state income tax deduction. You can't
mix and match.

its either or - but not both

Default State Income Tax vs Sales Tax

I moved from Texas last year (no income tax state) to
Vermont (income tax state). Can I prorate the Texas sales
tax deduction for the time I lived in Texas and deduct the
Texas sales tax? Then deduct the actual Vermont income tax I
paid?

I suspect not but it does not hurt to ask.
