That's right. The county finally caught on that your property
is worth more than it was originally assessed, due to an
improvement they were unaware of previously. Did you build
something without a permit? This improvement escaped assessment
and is now being taxed. If you disagree with the assessment
you can file an appeal with the Assessment Appeals Board.

They're raising your property taxes, perhaps because they
think you did something to cause the taxes to be under
assessed in the first place.

In addition to the tax they may impose penalties.

I live in Los Angeles. I received a Notice of Proposed Escape
Assessment. Does anyone know what that is?
