This sounds like horrendous boondoggle to me.

Just think, anybody, teenagers and young kids too, can file
this form whether or not they actually had a telephone. IRS
won't check them; not a one, cause they would spend more
than 30$ on each one.

And yet it still comes with 3 1/2 pages of instructions!

I guess it is a model all right...

A nitpick, but technically it's for those folks who are not
required to file a tax return (nor are filing) and are
eligible for the rebate. Lot's of people have no taxable
income and are required to file tax returns.
