If she's a US citizen then she has to pay US income taxes.
If she's a US resident she has to pay US income taxes. If
she's a diplomat there are special rules.

The foreign government isn't subject to US rules on employer
withholding, which just means she has to make the payments.

Default Embassy Income Tax Free???

Is the following a true statement? She works in the US for
a foreign Embassy.

I started working in February 2004 as an Executive Assistant
to an Ambassador here in the district and am still doing so
until now. My salary being tax-free, I was told by many
people I know working in embassies that I didn't have to
file my taxes here at the IRS.
