Default Gift to a married couple

When a single donor makes a gift to a married
couple such as a check for $24,000 to
"John & Mary Doe" is the entire amount regarded
as a tax free gift or must the donor make a
check of $12,000 to each donee to qualify for the
annual gift tax exclusion?
