You should get 100% of your withheld taxes back from NY,
unless you are traveling to NY to work part of the time. If
you perform no services for your employer in NY, you have NO
New York source income, and your employer should not be
withholding NY taxes on your earnings. If you are working
for your employer in DC, your employer should be registered
in the District and should be withholding DC tax on your
earnings. (If you lived in Virginia and worked in the
District, and your employer had no connection with Virginia,
you would not be subject to DC tax on your earnings, and
your employer would not be required to withhold VA tax
because it had no nexus there. In that case, you would be
responsible for making estimated tax payments to Virginia.)

Why do you only get 50% back? What are you reporting as NY
source income to NY?

Default state taxes

I'm a fulltime employee for a company based in NY, but live
and work from DC 365 days a year. The problem is that my
employer withholds the NY state taxes and then I have to pay
also the DC taxes. I get about 50% from NY back, but I want
to know if it is possible to get 100% from them since I pay
the DC taxes too.
