I've seen several answers to your post that are all
technically correct. But I can't help but wonder why you
ask. And because of a problem I had with the e-file system
several years ago, and the only solution I could come up
with, I thought I'd share a short story with you and the
group.

A few years back when the 8879 & PIN program were new we had
a devil of a time with the IRS accepting the 8879s for quite
a few of our clients. We still don't know what the problem
was, but about 75% of our 8879 returns were rejected by the
IRS. After we had to call quite a few clients to come back
in and sign Form 8453 so we could submit the returns that
way, we started getting all the clients to sign both forms -
8879 & 8453. Then when we filed the 8879 version if the
return was rejected, and we couldn't resolve the issue, we
could refile using the 8453 without having to inconvenience
the client. Today, we still have new clients sign both
forms just in case.

So the technical answer to your question, as many have
pointed out, is NO - the taxpayer only needs to sign one
form or the other, and the 8879 is preferable. However,
there are situations when a preparer may have a legitimate
reason for asking that both forms be signed.

No. It's one or the other. The ERO keeps a copy of the 8879
on file, but doesn't have to send in anything to the IRS. If
the taxpayer decides not to use a pin, s/he signs two copies
of the 8453, one of which the ERO keeps on file with W2s and
related documents and the other is sent to the IRS.

It is not the ERO's pin number it is the taxpayer's pin
number. The form 8879 is the electronic signature form and
does away with the need for a physical signature form. Thus
it is either form 8879 or 8453.

No. If 8879 is used just keep in your files for 3 years.
Do not send to IRS. If 8453 is used, keep a copy in your
files and send original to IRS.

No, that is why you are using the PIN - to avoid having to
mail in any paper forms.

Heck, no. Either one or the other suffices. I prefer 8879,
since it doesn't have to be mailed to IRS at Austin, thus I
save postage.
