The limit is per taxpayer, not per employer.

Default FSA annual limit, is it per employer?

I e-mailed fsafeds[at]shps.com over a week ago with the
following question but have not receieved a response:

As far as I understand it, there is an FSA $5K limit per
person for 2006. My wife and I both contributed the maximum
this year and have claimed our full benefit. I switched
employers last month so can I contribute to and claim from
the FSA with the new employer? My understanding is no but I
would kick myself if I was able to "open" another FSA and
did not.

Thanks!
