Your wife can sign using her name followed by "POA" and can
attach a copy of the 2848 to the return.

Your wife can just sign her name and write "POA" after it.
It would also help to attach a copy of the 2848 to the
return.

Normally I see them signed as follows:
[agent] as attorney in fact [or simply AIF] for [principal]

If the durable POA contains language permitting your wife to
sign tax returns, I would attach a copy of that document to
your MIL's return. To be valid, you do not need to have a
2848 on file, the other POA is equally applicable. However,
IRS needs to know about it.

You raise a very good point here. My wife's designation in
Part II is "F" for family member (daughter). The reason she
needs to sign the return this year is that her mother (my
MIL) is in an assisted-living facility diagnosed with
Alzheimer's (she's 91).

The instructions for 2848/Line-5 indicate:
Authority to sign your return. Regulations section
1.6012-1(a)(5) permits another person to sign a return for
you only in the following circumstances:
(a) Disease or injury,
(b) ...
(c) ...

We were assuming that the Alzheimer qualifies for (a). Would
that assumption be reasonable?

I should mention that my wife has a Durable Power Of
Attorney from her mother authorizing my wife to handle all
financial and tax matters. That was signed a few years ago
before her mother developed the Alzheimer's. Now the mother
is not competent to understand what she is signing.

If a new F2848 is needed, can my wife use the Durable POA to
execute it? If not, then what can be done?

Ok thanks. I didn't know if "Central" was central to a
particular service center, or central to all service
centers.

Be careful! Unless your wife and MIL specifically added the
power to sign tax returns, the 2848 does not authorize this.
Any POA to be used for signing a return must specifically
say so.

CAF stands for "Central Authorization File." It is just
that, a central file which includes all POAs. There is no
need to ask IRS for a new number just because the taxpayer
is in a different district.

I have clients from around the country and overseas and get
POAs from them all the time. My CAF was issued in Fresno
but I usually deal with Philadelphia now.
