It's not going to say that in Pub 17, or in any other Pub,> taxes can't be deducted on Sched. A? Code or Reg. Nothing the federal government does will ever cover every possible combination of related and/or unrelated issues, questions, and situations. But let's take a look at what you have here. You have a fee because you paid late. That's not a tax, but either interest (which would be personal in nature - not deductible) or a penalty (never deductible). One thing it clearly isn't, is a tax based on the value of the property.
