Penalties. You cannot deduct fines and penalties paid to a
government for violations of law, regardless of their nature

Probably in the same place it states that penalties for late
taxes, traffic fines, bank overdrafts, etc are not
deductible.

It's not going to say that in Pub 17, or in any other Pub,
Code or Reg. Nothing the federal government does will ever
cover every possible combination of related and/or unrelated
issues, questions, and situations. But let's take a look at
what you have here. You have a fee because you paid late.
That's not a tax, but either interest (which would be
personal in nature - not deductible) or a penalty (never
deductible). One thing it clearly isn't, is a tax based on
the value of the property. It's a late fee based on the
amount of the tax itself.
