Start with your employer.

Who is the agency who handles it? If it's an insurance
company, your state Insurance Licensing Board (whatever it's
called in your state) might be helpful.

I'm not sure who to complain to but health care FSA'a
(officially Flexible Spending Arrangements - not accounts, a
mistake that I think many of us make - including me) are
established under sections 105,125, and 129 of the IRS code.
Unless others have a better suggestion you might try the
IRS. You can find more information about FSA'a at
www.irs.gov.

Default Flexible spending accounts

We have been using a flexible spending account this year for
the first time. I was wondering if anyone can tell me who
(what organization) oversees the company who handles our
contributions and disbursements. I need to report them to
whoever handles this kind of thing. I have no idea where to
start.

We have been having trouble getting reimbursed on a claim
and we keep getting the run around. First they couldn't
read the faxed receipt. Then they received it; we'd receive
reimbursement in 3 days. Three days came and went. We sent
a couple of emails; they went unanswered. Then it was: "its
in process, you'll receive it by Thursday"...came and went
again. Then it was by this Tuesday...came and went. Then
it was today, nothing again. It's getting old and its
obvious by now, we aren't going to see anything.

Where can I take this?
