Default TaxAct and Delaware state return

Line 33 instructions for Delaware says you can reduce your
income by "Delaware" state tax refunds. When I use TaxAct
the program prefills this line with not only my Delaware
state refund but another refund I got from New Jersey. The
program asks for the state on the 1099G input so it knows
that each refund is from a different state.

I don't have this conditon from 2004 so I put in a
ficticious 1000 refund from NJ and the 2004 program
transferred it to the Delaware line 33.

Is the language of the Delaware instructions presumptuous in
that it assumes all state tax refunds are from Delaware or
is TaxAct making a mistake?
