If the information results in an additional tax liability, which is successfully collected, the service does pay the informant an reward. The claims might take time to process, as you all know the investigations, can take time, then the collection process must be completed, and finally the application is processed to issue the reward. The underlying investigation might be complete, but Assessment is next, then onto collection! Time frame for any payment is months, years. I don't think it's payable until tax is actually collected. The curious ones were 211's filed by Criminal Investigation's agents on behalf of CI's - confidential informants. As a policy matter it seemed there's something wrong with that, but the integrity of the criminal investigators in my exp was very high. I had to also to periodically audit the "imprest fund" wherein there were occasional up-front payments by the criminal people to informants. Some audit. Disbursements all on the signature of a high CI official, details to which I may not be entitled to were I had the temerity to inquire. No need to know and all that. Payments there weren't that large for "street money."
