I don't believe it's changed, but if the parents could have
been dependents, save for the higher income, then the
taxpayer can claim the medical as an itemized deduction.

That's not true. If SS was their only income, they have no
income for the gross income test.

Only if he paid more than half their total support for the
year, in which case it appears they would also qualify as
his dependents. See Publication 502.

Nontaxable SSA benefits are not gross income for purposes of
who is a qualifying relative for the dependency exemption.

If their only income is social security, they pass the gross
income test and the joint filing test.

Asuming they spend their social security on their own
suppport, you would have to provide more support than social
security does, including housing.

What if all their medical expenses are paid by taxpayer. I
