Sometimes its useful to file enough if you are below the
requirments. Having the IRS "certify" low income makes it
easier to continue eligibility for some types of
supplemental income.

There is no filing requirement under any of the situations
you raised.

Do check to see if there are any benefits to be had from
filing a state return. For example, Kansas used to offer a
refundable food sales tax refund to people in this
situation, and you filed for it through the state income tax
return.

If you have only disability income from SS, do you need to
file a 1040? I know no money will be owed, but do they need
to file?

Assuming they had minimal (under $100) interest, would that
change anything?
