No. (and I read the question right this time)

(5)) You must make payments for child and dependent care to
someone you (or your spouse) cannot claim as a dependent.
If you make payments to your child, he or she cannot be your
dependent and must be age 19 or older by the end of the year.
(See Payments to Relatives underWork-Related Expense Test,
later.)

You can count work-related payments you make to relatives who
are not your dependents, even if they live in your home.

No. You cannot take the Child Care Credit for payments to
someone you can claim as your dependent.

Curious: my mom lives in our house and watches our baby
during the day while we work. We claim her as our dependent
on our tax return. She has no income.

If I would pay her say $3,000 a year for the babysitting,
can I claim her as a dependent AND deduct the $3,000 as
child care expenses?
