IR-2006-96, issued 9/8/05 says just that. Easily accessible
of irs.gov and their Katrina link.

Default IRS Hurricane Tax Relief Measures

A brief article in today's (9/9) 'Miami Herald' states that
filing deadlines -- including that for the September 15
quarterly estimated deposit -- for residents of Hurricane
Katrina affected counties of Mississippi, Louisiana, Alabama
and South Florida (Hurray!) have been further extended from
October 31 to January 3, 2006.

As of this date, I can find no confirmation of this in
irs.gov, Google or anywhere else.
