Keep in mind there are different requirements for education credits, exclusions, and deductions. In terms of an expense counting toward one of the education credits, it must be paid to the institution as a condition of enrollment. Outside of tuition, this can include student activity fees and expenses for COURSE-RELATED books, supplies, and equipment. If you don't pay the institution for the test, obviously it doesn't count. The only scenario that I can see where it is deductible: if it is a required payment to the institution and classified as a student fee.
