Generally they are date specific, so no.

If you had won the lottery two months after the OIC was
accepted and signed off on, should you pay them more?

I would say to you "Don't hold your breath" waiting for this
to happen. I'll bet they won't do it.

Default anyone know anything about amending OIC's?

It took me seven months but I managed to negotiate an offer
in compromise with the IRS by myself. The only thing we were
really haggling over was the value of my home. They used the
county appraisal district valuation. I got it lowered a bit
but not as much as I thought it should be. I signed the
papers, though, with an agreement to make a lump sum payment
in 90 days. A month later, the CAD reappraised my house and
lowered the value by $9000, which, using the IRS's formula,
would have lowered the amount due to them by $2600 - a
substantial amount to me.

You may think I'm crazy, but I sent a letter to the agent in
charge of my case with a copy of the new appraisal. Any
chance they might amend my agreement to a lower amount?
