| Can I declare a Loss/Theft the amount of money that my landlord did not return due to a security deposite? The item in dispute was a carpet in a rented apartment. Basically, the landlord kept $300 of my carpet deposite. I did not agree with that value (because he changes the carpet almost every year in between tenants), so I consider it a theft! How about car towing expences where the original ticket issued was thrown out in court. Can I claim the towing and imponding fees as a loss/theft?
