as we've had it in MN for some years now. With regard to
Sales & Use, Unemployment and Withholding taxes you CANNOT
file a paper return of any kind. You can either file via the
MDR website or telefile, but in no case will a paper filed
return for any of the above taxes be accepted. Cauesed a bit
of a stir when it firt came down from on high, but the
system works pretty well and most everyone is up to speed
with e-filing. I have one client who "phones it in" as she
hates computers and distrusts the government (paranoid or
pragmatist?) but everyone else uses the e-file site. There
was a shutdown of another MN website, the DVS license
renewel site was found by the state auditor to be wholly
unsecure and open to hacking, but so far nothing like that
has occurs at the MDR sites...

You're quite right of course, TH. there's no prohibition
on any tax pro filing directly with IRS for any returns
capable of being so filed. I could do so now for all my
1040's, 1120's, 1065's, IF I took the time to write my
own software. After all the specs are out there, public
knowledge. I'm not so sure about 941's, however.

But no, I'm lazy and rely on commercial software. But at
least I don't go through any middleman, like a service
bureau.

Next best thing to being a Georgia of course (remember, I'm
only a temporary resident of Alabama).

Another exception I favor is vigilante justice for child
molesters. If you remember the news lately re a kinsman of
mine in Florida, that will make sense.

Given the sophisticated systems folks at the IRS, I
anticipate that they will implement the punch card readers
at all local IRS offices in the near future if they can find
storage space for the comptomiters(sp?).

The issue is not aversion to the concept.

It is building the infrastructure for more & more online
processes, in due time you will be able to direct E-file
into the system, but not yet.

And I, like you, will continue to file handwritten; no, make
that hand printed, 941's, until the IRS pries the Papermate

The IRS will continue to get handwritten 941s from me until
I get another free alternative way of filing. Pennsylvania
has a great FREE online service where you can not only pay
your taxes electronically, but you can actually file your
sales tax, payroll tax, UC tax, and some other miscellaneous
taxes.

Why is the IRS so adverse to developing online filing of the
941?

Interesting question. My interpretation of the information
at the link you provide is that the government is not going
to develop tax preparation software. However, that, in my
opinion, is different than filing a form on-line by filling
in the boxes. The government provides free on-line tax
payments through the EFTPS system, and free on-line filing
of Forms W-2 and W-3 at www.ssa.gov. And, as I stated in the
original message, they have been providing free telephone
filing of Form 941 through 941TeleFile - until now.

I am still hoping that the IRS will eliminate the
third-party fees for on-line filing of personal income tax
returns with commercial tax prep software. This can be
easily done by developing a documented secure interface that
can be used by tax payers with properly designed tax prep
software. They would then allow, but not force, tax prep
software companies to include the new interface in their tax
prep products. I believe that market forces alone would then
"encourage" designers of tax prep software to include the
new interface with their software.

I keep hoping they'll see the light re individual returns.

Default IRS Ending 941TeleFile

Here is a quote from:

"The 941TeleFile system will be discontinued effective
August 11, 2005. The second quarter Form 941 will be the
last quarterly return that may be filed using the
941TeleFile system. Former 941TeleFile users are encouraged
to use other convenient IRS e-file options."

As far as I can tell all the recommended e-file options for
Form 941 require payment to third parties.

I operate a very small business and currently do not
purchase any tax preparation services that include Form 941
e-file. I, for one, will switch back to filing a paper Form
941 each quarter. Hopefully the government will come to
understand that receiving paper forms costs THEM more money
than e-file and will establish new ways for tax payers to
file tax forms electronically without the need to pay third
party providers for this service.
