You must register the entity as a seller with your state's
revenue department. You will then get a seller's permit
number and can give your vendor a valid resale certificate,
which will allow you to purchase merchandise ex-tax for
resale. You cannot give a valid certificate until you have
a registration number from your state.

All the states I know of will issue a tax exemption number
for items purchased for resale. You are then responsible for
collecting sales tax when you resell the items and will be
liable in some way for the tax on items which are neither
sold or returned.

Probably not, but this is a question you need to address to
your accountant or your state sales tax people.

wholesale items for the purpose of selling them at the
retail level do I have to pay sales taxes at the wholesale
level? or is there some exemption available?
