That amount of income does not warrant a return. The fact
that he had amounts withheld for taxes (beyond FICA taxes)
does - for the refund of any income tax.

If he wants his fed. tax withhelf to be refunded to him he
should file then.

If the $1,500 of wages was his only income, he is not
REQUIRED to file a tax return. However, he SHOULD file to
get a refund of the income tax that was withheld.

If income tax (as opposed to social security and medicare
taxes) was taken out of his pay, he'll need to file to
get that back even if he otherwise wouldn't have to file.

If he wants the refund, he will need to file.
A form 1040EZ would be the easiest for him to file.

He doesn't NEED to file a return, but he will get his income
tax withholding back if he does.

If income tax (box 2 on the W-2) was withheld, he has to
file to get a refund. Otherwise, he has no Federal filing
requirement. Check the state; some have lower requirements.
