From the NJ MVC:

"Fill out a the sales tax stamp on the application for
titling (Form ISM/SS-7).. Sales tax will not be charged, but
this form must be completed noting the proper exemption
(exemption 7)."

Exemption 7 states that you don't have to pay sales tax if
you purchased or registered the vehicle in another state
when you were not a NJ resident.

Default Taxes on leased cars

I recently leased a car in New York and paid the full taxes
up front for a 36 month lease. 4 months later, I moved to
New Jersey and registered the car there. In order to
register the car, I had to pay the full sales tax for the
remainder of the lease (32 months). New York State dept. of
taxation mentions that they do not refund taxes on leased
cars that are paid up front even if the car is reregistered
in another state. Something is terribly wrong here.. To pay
duplicate sales taxes in two states seems grossly illegal
and unprecedented. Anyone know about this situation. It
seems like I'm behind the eight ball here. Who should I
contact?
