Her work in states 2 and 3 appear to be temporary assignments until she physically relocated from state 1 to state 4 and changed her residence. The move from State 1 to state 4 appears to be a qualified move assuming she meets the time and distance test. Any unreimbursed necessary and ordinary expenses she incurred for her temporary stays in States 2 and 3 are tax deductible as job expense if she is an employee.
