Some context from what is evidently a prior post I've
forgotten would have helped more, but I'm going to assume
you're asking whether this charge is deductible on Schedule
A as a tax. No. It's a one-time charge, not deductible as
a tax, but decreasing your gain on sale.

After doing some research, it appears that the tax rate is
actually $2.50 for each $500 of property value. based on
those figures, the tax would actually be $1600, or $800 for
your friend. The tax rate is .5% not 5%.
