What is refered to as "citi income taxes" is really a state
tax that depends on your city of residence. The US
constitution only allows the Federal and State government to
tax you. Thus even "local" property taxes (for example) must
be authorized/approved by the state government.

St. Louis imposes a payroll expense tax on all employers
within the city. The tax is one-half of one percent of
total payroll expense and cannot be passed on to the
employee. That's the only city payroll tax that I know of,
although there may be others.

The St. Louis and Kansas City earnings taxes are imposed on
employee compensation and the net profits of unincorporated
businesses. Because the tax is withheld from an employee's
pay check, these taxes are sometimes referred to as
"payroll" taxes.

Very few cities have an INCOME tax. Few cities have a
payroll tax, imposed on the employer. (Those usually apply
to self-employment individuals, as well, so you may not know
if you have liability without asking the City.)

Very few U.S. cities have income taxes. Many state
constitutions do not allow cities, counties, etc. to impose
income taxes.

However, there are some cities that do. Many cities in
Ohio; the cities of Kansas City and St. Louis in Missouri;
and New York City (residents only) are examples.

If your city imposes a tax, your employer will withhold it
from your wages. In many cases you file and pay your city
income tax along with your state income tax, and the state
distributes the funds back to the city.

Very few cities have an income tax or payroll tax. Most
states have an income tax. The quickest way to know is to
ask one of the other employees you work with. Or... post the
name of the city here.
