Yes. US citizens and US residents are taxed on their
worldwide income.

Resident aliens in the US are taxed on their worldwide
income unless there's something in a treaty between the US
and your home country that treats this income differently.
IRS Publication 519 is a starting point.

I'm a US resident alien with a property outside the US which
is rented. The property was adquired with funds not earned
in the US and the rent doesn't make it to the US.

Do I have to declare the rent as income for US taxes?
