Paper is good. I believe the forms and instructions are
available on the IRS web site back to 1996.

You might be able to purchase 1999 software from Intuit or
H&R Block. Or, you may find some for sale on ebay. Finally,
you can always get the paper forms and instructions from the
IRS or download them from www.irs.gov.

If you don't have the software, file by pencil and paper.
The IRS can send you the forms and instructions.

Many tax pros have software going back that far; otherwise
you might have to do it the old fashioned way.
