Thanks MAry Ann, Phil, Alan, and David. That was my
impression but I didn't see anything in "black and white"

No - just receiving a pension is NOT participating in a
retirement plan.

Receiving pension payments is not included in the definition
of being an active participant in a retirement plan at work.
The TP would only be considered an active participant if
the TP as self employed had set up and contributed to one of
the retirement plans available to the self-employed (SEP,
SIMPLE, etc).

No. Receiving retirement benefits doesn't constitute
participating in a plan. If he sets up a SEP or SIMPLE for
the self-employment, then he will be participating in a
plan.
