No. Commission is part of basis.

Default Dividend Reinvestment Plan Fee

For years I have been using Quicken to account for investments, and
until I updated to the 2005 version the fees that I have entered for
stock purchased through a dividend reinvestment plan have been included
in the cost basis of the stock recorded. With the update those fees are
no longer included.

My question is: does the IRS consider the reinvestment plan fee charged
for each batch of stock purchased through a dividend reinvestment plan
any different than a commission charged for an outright purchase?
