IT-201 line 67 if you're a NY state resident. IT-203 line 58
if you're not.

Your W-2 will show the total amount of state and local taxes
withheld.

When you file your state income tax form, you calculate your
state and city taxes, and sum them. The total withheld is
applied to that amount, and the excess (if any) refunded.

So the credit will be automatic.

File the NY tax return.

Default NY - How to receive credit for local taxes withheld ?

I live outside of NYC & its 5 boroughs. During last year,
one of my employers took out of my pay check local taxes for
New York City. Since I'm not living in NYC or its boroughs,
how can I apply for a tax credit for the amount my employer
withheld?

Thanks in advance...
