Have you tried their web site?

The Missouri Board of Accountancy
(http://pr.mo.gov/accountancy.asp) are probably the folks to
ask. When the exam was paper, I proctored it for the
Oklahoma Board, and I know someone there would be able to
walk you through the process of applying in Oklahoma. (That
someone would more than likely be the person who processed
your application, so would know whereof they spoke, too.)
From a quick glance at their website, it looks like the
sticking point is whether your degree is from a recognized
institution.

NASBA (http://www.nasba.org/nasbaweb.nsf/exam/) says
Missouri would rather you ask them, but I'm not sure they
could give you a definitive answer.
