I seem to recall that until NC conformed to federal (around
1990), the tax on local phone service was deductible on the
state return.

Used to get same question about the Alabama gross receipts
tax on electric bills posted as separate item on Alabama
Power bills, which like this one is a tax on the utility and
not on the consumer.

When all else fails, read em the part in publication 17
which says "you" must be reponsible for the tax and "you"
must pay it. Then ask to see their checks to the local
municipality.
