www.google.com Really, this isn't a difficult concept to
find an answer to. No you don't need a license to prepare
tax returns outside of Oregon and California. Period. End
of discussion. Move on with your life. Please.

CA preparers MUST be licensed by the state.

to practice in CA.

California is one of the two states that DOES
require a license to prepare tax returns.

I am living in CA. I am not a CPA in my profession, but I
want to get certificate for tax return, so that I can earn
as part time job. So you said if I want to prepare tax for
people, I don't even need to get a certificate? Is this
legal?

Each state sets it's own rules for those who are not a CPA,
EA or attorney. Which state are you talking about? In most
states (48 I believe) the only requirement is that you sign
the returns that you prepare for pay. You don't have to
know anything and the taxpayer is responsible for any
errors. If you live and practice in one of the 48 you can
call yourself an Expert Tax Preparer or whatever and go for
it.

This could change in a few years; some in congress are on
the topic again.

I re-post this question because I didn't get any replies.

I want to know if there are any exams for certifications for
US federal and state tax return? I heard there are licenses
for people who is doing tax return preparations. If so,
what is the URL or good pointers for that?
