While it can't hurt to follow this advice, you do have until
Feb 28 to send the original red form 1099 and red
transmittal form 1096 to the IRS. Jan 31 is the date to
send to contractors.

I thought the 1096 did not have to go to the IRS until
February 28. Am I missing a change?

1099's are due to the payee by 1/31/2005 and to the IRS by
2/28/2005. See the 1099 series instructions.

Well, if you send a 1099, send to both.

Step one is to have the contractor fill out a W-9, You
might find out he is a corporation and not have to file, and
you will have his Tax ID number before paying him.
