And he did, without fanfare, either today or yesterday.

Now I can go to office and hit the send button to get

Bush Has Until November 2 to Sign ETI Repeal Bill

President Bush on October 21 received H.R. 4520, a corporate
tax cut package that would repeal the extraterritorial
income exclusion, and he has until Election Day to sign the
bill. Under the Constitution, a president has 10 days,
excluding Sundays, to act on a bill after it has been
presented to the executive.

The president could sign the bill as early as October 22. A
bill-signing ceremony was not on the White House schedule as
of press time, but it was also unclear whether the signing
would take place as part of a formal event.
