So much for my proof reading.
Always noticed a millisecond after hitting the send button.

Thanks

Before I forget it, Taxman, here are two extra commas I
don't need, so you may place them to set off the "like you
and many readers of this group" above, and .. ahem... not
give the wrong impression! (grin

Here's yet another reason to get rid of that da*ned Internet
Explorer/ Outlook Express in favor of a news client more
sensible, like Mozilla or Thunderbird, which gives one the
option like OP was looking for, of selecting top or bottom
posting.

Look for an add-on called "oe-quotefix". One source is
http://www.majorgeeks.com/download4029.html

Use OE-QuoteFix:

There is no such setting ;-(

I like you and many readers of this group do prefer {bottom
posting}, but Gates & Co, seem to think that it's better the
other way {Top Posting}

I don't use Outlook, so I can't tell you how to have the
curser placed automatically at the end.

But I have my program set to place the curser at the top. I
just move the curser to where I want it before I start my
response.

It's as simple as that.

You mean there is some other way than just scrolling to the
bottom and starting to type? It never occurred to me to
look for such a thing. I use Agent 2.0 and don't believe it
has this option either.

Tools | Options ! Send check "Include message in reply"
Then edit and scroll down before you start typing. (Default
is cursor at top of message).

Also consider using OE-Quotefix which will reformat the
original message so that the added "> " at the beginning of
each line will not cause the line to be too long and give a
ragged appearance to the reply. Free download at
http://home.in.tum.de/~jain/software/oe-quotefix/

I have looked everywhere in Outlook Express and cannot
locate where I can change the formatting so that my response
comes after the message to which I am responding.

Do you know where I can change the formatting?

Thanks.
