He'd have a better argument if there was a good reason (say, the post office is already closed, and the mail is such that it must be taken to the counter, or shouldn't be left in a mailbox overnight). If he had a home office with a secure place for storing mail, that might weigh in his favor, too. His mileage starts in the morning at the PO and ends when he leaves the lot or whatever at the end of the day.
