Default IRA

I have a good friend who is disabled and receiving Social
Security Disability benefits. His wife, for the first time
since he became disabled a few years ago, is now working
part time, earning about than $12000 per year and has no
other pension to contribute to. I understand that she can
contribute to an IRA for herself, but can she also
contribute $3000 for her husband?
