| Its been introduced in Congress several times in recent years, but has not yet passed. A similar health insurance instrument called Health Saving Accounts has this provision. Committee asked Treasury Secretary Snow to investigate whether his organization has the ability to rewrite the rule without Congress having to amend the law. There have been various proposals put forward in Congress to amend this rule, but they have not gotten very far.
