I don't think any of my tax books at office go back that far,
although I do have a rather good 1956 tax text on my desk.

And personally, I do not recall any lowering of taxes during
the period 1963 - 1968, when LBJ left office. If your
father in law served in Vietnam however, he MAY be thinking
of an amount not subject to federal income tax for those in
a war zone. This was 100% of pay for enlisted men, and 500$
per month for officers.

However there was one year of the Vietnam War where there
was actually a ten percent surtax. Anyone want to take a
guess which year?

appendix that summarizes the tax bills.

The only tax bill passed during the Johnson administration
of any significance was the Revenue and Expenditure Control
Act of 1968 that created the temporary 10% tax surcharge for
individuals and corporations. The '64 act was Kennedy's and
the '69 and '71 acts were Nixon's.

In early 1964, LBJ did sign the 'Revenue Act Of 1964', which
was -- and still is -- commonly known as the "Kennedy tax
cuts", as they were proposed and developed by the JFK
administration beginning in 1962.

Considering our small military presence in Viet Nam at the
time -- consisting of a few hundred "advisors" -- it might
be a stretch to call it a wartime tax cut.

It depends on how you define the term war. JFK, the first
one and not the french speaking one, cut taxes during the
cold war and additionally he got us mired in the Viet Nam
War. Nixon had the earned income credit for the rich passed
during the Viet Nam war. If you are really interested in
this issue you can read the Congressional Record.

I have heard that this is the first time in US history that
there has been a tax cut during a war. However, my
stepfather-in-law recalls LBJ lowered taxes during the
Vietnam war.

So which is true? And more importantly, how do I find out?
